We want to have UK presence. Should we therefore have a web host in the UK?

If a friend wants me to build a web site for his plumbing business, how do I set up a hosting package? Do I purchase an account from a web server or do I make him do that? If I purchase the account, do I give him access? What do other people do?

I got a web site on yahoo., it has a different domain name. I am changing business, so I bought a yahoo domain name today and I want to replace the old one with the new domain name. How can I do this?
